Efficient Dispatch and Localised Recovery of Regulation Services Business Specification

Prior to 1 Jan 2009, FCAS Regulation payments were recovered separately for Mainland and Tasmania. For Mainland, the recovery was done on a global basis regardless of whether a local FCAS Regulation requirement existed. For Contingency services, the cost recovery was done on a regional basis (introduced in November 2003).

The Australian Energy Market Commission (AEMC) approved the following two Rule changes in relation to the FCAS market on 23 August 2007.

  • Efficient Dispatch of Regulation Services
  • Cost Recovery of Localised Regulation Services

The Efficient Dispatch of Regulation Services addressed the concern of not dispatching Regulation services efficiently to substitute Delayed Contingency services.

This business specification details at a business level the market systems changes, particularly for the FCAS cost recovery process changes required to AEMO's dispatch and settlements systems in response to the aforementioned Rule changes.

The system changes were implemented as part of the End of Year 2008 MMS Release. These changes became in operation on 1 January 2009.
