National Value of Customer Reliability (VCR)
The value of a reliable supply of electricity is a key part of understanding the relative economic merits of alterations to the electricity network. Estimates of the value of customer reliability, or VCR, for electricity transmission will enable AEMO to fulfil its national energy planning role.
AEMO commissioned Oakley Greenwood to use existing Victorian survey data to demonstrate the calculation of re-weighted VCRs for the four non-Victorian NEM regions.
Published on this website are the background paper, a report by Oakley Greenwood an issues paper, and a final report with recommendations and responses to submissions.
The re-weighted VCRs are outlined in Table 1.

The values for each jurisdiction are representative only and are lower than the Victorian figures. AEMO recommends the use of these values with appropriate caution as they do not represent regional specific survey responses. These figures are indicative for each state and it should be recognised that they will not affect planning decisions in each of those states because of the nature of the planning standards.
